No Forward Progress

A tokenizing loop terminates on a variant it expects to strictly decrease each iteration, and recovers from malformed elements by "skip the bad element and continue." That recovery is correct only if the element parser consumed the bad element's bytes before reporting failure. One input class makes the parser fail having consumed nothing, so the recovery re-presents the same bytes, the variant never moves, and the loop spins forever.
